There are three ways to counter a mass VX build and none of them are good. First is to build an airbase and spam fighters (which leaves you wide open to a land based attack, and also delays your tech). Second is to build a lot of AA vehicles and turrets, but if your opponent simply cancels the VXs and start pumping out Tsunamis instead, then you just wasted a lot of credits defending against a few VXs.
The Imperial VX is such an overpowered unit. It costs like nothing to manufacture (a shape-shifting heli costs about the same as two grunts??) and requires only one upgrade. To counter four VXs, you need at least three AA mechs and three tanks, and even then they are so damn fast they can just outrun the tanks.
