Well it would be under both really. Mechatronics is the field you are looking for. I would do mechanical engineering as the major and then take EE classes as your tech electives. That would prepare you well in my opinion.
They have Robotics Engineering for undergrads at some colleges. I went to WPI. Check out:

Under both majors you can take robotics classes.. I think it depends in which part of robot-making you wanna focus in..
