    How about a disk brake off of a bicycle?
    Bicycle parts are everywhere.

    You can use a solinoid to pull the cable, that would be on-off like a parking brake.
    If you modulate the current in the solinoid with the computer you might have some
    adjustability.

    Or, use a servo winch to pull the brake cable.
