I have an LG quantum but the windows market place just sucks and has nothing good or worth buying and I want to have the textplus app but windows doesn’t have it. Is it possible to just download it from iTunes and use it on my windows phone?

No. Apps from Apple’s App Store can only be used on iOS devices.
