I have a samsung galaxy gio and the camera is not good for taking good pictures, is there any way that i could change the 3.15mp camera and replace it with a 8mp camera?

unless you can find a new camera module the same size, and can solder, and reprogram the phone, you aren’t going to be able to do this
your best bet is to either get a phone with a better camera, or just buy a digital camera separately.
